L1A / L1B Compliance – What does it mean?

Reasonable provision should be made for a dwelling to benefit from energy efficient lighting in the following instances:

  1. A dwelling in extended
  2. A new dwelling is created via change of use
  3. The lighting system is being upgraded as part of a re-wire
  4. New builds

Minimum of 45 lumens per watt.

A single switch should operate no more than 6 lamp units, with a total capacity no greater than 100 watts.

Fixed internal lighting

To comply with the current building regulations L1A and L1B, the lamp used must have a luminous greater than 45 lumens per circuit by the lamp and its associated control gear and power factor correction equipment.

Light fittings with GLS tungsten filament or tungsten halogen lamps would not meet the standard.

L2A / L2B Compliance – What does it mean?

These building regulations refer to new or existing, non-domestic buildings, office, industrial and storage spaces (where office also includes those areas that involve predominantly desk based tasks, such as seminar rooms, conference and classrooms including those in schools) which require 60 luminaire lumens per circuit watt. Other areas might be those such as hotels, bars ect. Which require 60 lamp lumens per circuit watt.

Fixed internal lighting

To comply with the current building regulations L2A and L2B, general interior lighting should meet either one of two energy efficiency evaluating methods:

  1. Efficacy – Averaging over the whole area being considered, the luminaire used must have an equivalent luminous efficiency greater than 60 luminaire lumens per circuit-watt. Reduced levels are allowed with the use of control systems.
  2. Calculate the LENI (Lighting Energy Numerical Indicator), which calculates the performance of the lighting in terms of energy per square metre per year. Maximum limits are provided in the regulations. LENI is calculated based on a lighting design that meets all the user’s needs including controls. Recommendations for appropriate illuminance values and other lighting requirements may be found in BS EN 12464-1:2011 ‘light and lighting – lighting at work places – indoor work places’. Both methods have separate allowances for display lighting.

ErP Compliant

From 1 September 2013, the EU Energy-Related-Product (ErP) directive came into effect to enforce minimum performance requirements of LED lamps and luminaires.
